specific policies, enforced by a governing board.

and a board capable of governing the IT resource, is not just good
business practice, it may be necessary to avoid serious legal and
fiduciary problems. Developing a policy that is neither bureaucratic
nor inflexible, that meets the competitive needs of the company,
and is supportable and enforceable, is a clear need in many organizations
today.
